{"id":3383,"date":"2021-05-20T14:10:38","date_gmt":"2021-05-20T14:10:38","guid":{"rendered":"https:\/\/vastgoedexperts.be\/?p=3383"},"modified":"2024-11-20T14:44:23","modified_gmt":"2024-11-20T14:44:23","slug":"epc-inspection-common-parts-what-you-absolutely-need-to-know","status":"publish","type":"post","link":"https:\/\/vastgoedexperts.be\/en\/epc-keuring-gemeenschappelijke-delen-wat-je-absoluut-moet-weten\/","title":{"rendered":"EPC inspection common parts: what you absolutely need to know"},"content":{"rendered":"<p>Recently, some\u00a0<strong>changes<\/strong>\u00a0implemented with regard to the\u00a0<strong>EPC inspection for common parts<\/strong>.<\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"40\" data-lineheight=\"60px\">EPC<\/h2>\n<p>For a quick refresher on what an EPC entails, please refer to one of our previous blog articles.<\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"40\" data-lineheight=\"60px\">EPC-GD<\/h2>\n<p>An EPC-GD is an\u00a0<strong>\"Energy performance certificate for common parts\"<\/strong>. Like an ordinary EPC, this EPC-GD is valid for 10 years.<\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"40\" data-lineheight=\"60px\">Legal obligation and regulations<\/h2>\n<p>From 1 January\u00a0<strong>2022<\/strong>\u00a0must\u00a0<strong>any apartment building in Flanders that has at least 2 building units<\/strong>\u00a0has, be in possession of an EPC-GD. This comes\u00a0<strong>on top of<\/strong>\u00a0the EPC for flats, which has been mandatory for some time.<\/p>\n<p>The big difference is that this EPC-GD\u00a0<strong>independent of rental or sale<\/strong>. The EPC-GD is thus a mandatory document for\u00a0<strong>every building in Flanders<\/strong>\u00a0from 2022,\u00a0<strong>regardless of whether you have plans to rent\/sell or not.<\/strong><\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"40\" data-lineheight=\"60px\">Timing is now being adjusted<\/h2>\n<p>The government is conducting a\u00a0<strong>phasing<\/strong>\u00a0in based on the\u00a0<strong>size<\/strong>\u00a0of the building. This makes it possible for everyone to have an EPC-GD on time.<\/p>\n<ul>\n<li>The largest apartment buildings with at least 15 residential units must have an EPC-GD by 1 January 2022.<\/li>\n<li>Medium-sized buildings with 5 to 14 residential units must comply with this requirement by 1 January 2023.<\/li>\n<li>For the smallest flats with 2 to 4 residential units, the deadline has been extended to 1 January 2024.<\/li>\n<\/ul>\n<p>The official announcement from the Flemish government can be found\u00a0<a href=\"http:\/\/www.energiesparen.be\/\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p><a href=\"\/en\/contact\/\" target=\"_blank\" rel=\"noopener\"><strong>We are happy to answer all your questions.<\/strong><\/a><\/p>\n<h3 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"30\" data-lineheight=\"45px\"><em>Building unit<\/em><\/h3>\n<p>By building unit, we mean a residential unit or a commercial unit. So in this case, we are talking about an apartment building.<br \/>\n<strong><em><u>Example:<\/u><\/em><\/strong>\u00a0If a building has one commercial space and one residential unit or a building consists of two flats, these buildings will need an EPC-GD from 1 January 2022, according to the law. However, they will be given time until 1 January 2024.<\/p>\n<h3 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"30\" data-lineheight=\"45px\"><em>Common parts<\/em><\/h3>\n<p>The\u00a0<strong>'building envelope'<\/strong>\u00a0is the main common part. It covers all parts of the building that have contact with the outside air:<\/p>\n<ul>\n<li>the roof<\/li>\n<li>the facade<\/li>\n<li>the windows and external doors<\/li>\n<li>the floor<\/li>\n<\/ul>\n<p>The\u00a0<strong>lighting<\/strong>\u00a0of the common areas (entrance hall, corridor, etc.) is also part of the common parts.<\/p>\n<p>If present, the\u00a0<strong>collective heating system<\/strong>\u00a0and\/or\u00a0<strong>solar energy installation<\/strong>\u00a0included in the EPC-GD.<\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"30\" data-lineheight=\"45px\">Why an EPC-GD?<\/h2>\n<p>More than 30% of families in Flanders live in apartment buildings. However, a large proportion of the (outdated) buildings are\u00a0<strong>not in line with current energy consumption criteria<\/strong>.<\/p>\n<p>If we all invest in renovation, everyone will contribute to a cleaner environment as well as reduce our energy bills!\u00a0<strong>Win-win!<\/strong><\/p>\n<h3 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"30\" data-lineheight=\"45px\"><em>Approach<\/em><\/h3>\n<p>Typically, apartment buildings have multiple owners. Moreover, renovation works are often large-scale and\/or complex. So it is not easy to decide whether to tackle the roof first, renew the windows or insulate the facades.\u00a0<strong>If such decisions have to be taken by multiple owners, things get extra complicated.<\/strong><\/p>\n<p class=\"translation-block\">The EPC-GD is a <strong>aid<\/strong> to provide the owner or the VME (association of co-owners) with clarity on the energy performance of a building. The certificate shows what steps can be taken to make the building <strong>energy efficient<\/strong>.<\/p>\n<p><a href=\"\/en\/contact\/\" target=\"_blank\" rel=\"noopener\"><strong>EPC-GD needed?<\/strong><\/a><\/p>\n<h3 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"30\" data-lineheight=\"45px\"><em>Flats with private access<\/em><\/h3>\n<p>There is\u00a0<strong>no obligation about the presence of collective spaces<\/strong>. It is therefore irrelevant whether (residential) units share common areas or not.  The EPC-GD is not so much about the common parts but about\u00a0<strong>all shell parts and all collective installations typically managed by all owners together<\/strong>.<\/p>\n<h3 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"30\" data-lineheight=\"45px\"><em>How many EPCs-GD needed?<\/em><\/h3>\n<p>How do you know how many EPCs-GD are required for your building?<\/p>\n<p><strong><em><u>Example:<\/u><\/em><\/strong>\u00a0A building complex with a common boiler room in the basement has 3 entrances and 3 dwelling units in the building register.<\/p>\n<p class=\"translation-block\">In determining the number of EPCs-GD, we take into account <strong>the split of the building complex that the base map of the GRB <\/strong>(Large-scale Reference File) <strong>handles<\/strong>. This building is divided into 3 building sections, each with its own building ID. Consequently, 3 EPCs-GD are needed, <strong>even though internal circulation is possible between the building parts via the basement<\/strong>. The correct building ID is important because otherwise the flats under the respective building IDs will not see the corresponding EPC-GD of the common parts.<\/p>\n<p><a href=\"\/en\/contact\/\" target=\"_blank\" rel=\"noopener\"><strong>What about me?<\/strong><\/a><\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"40\" data-lineheight=\"60px\">Syndic: His role in this story?<\/h2>\n<p>The building manager or trustee's role is to:<\/p>\n<ul>\n<li class=\"translation-block\">Inform the association of co-owners (VME) <strong>inform<\/strong> of the requirement of an EPC-GD from 2022 onwards<\/li>\n<li class=\"translation-block\">collect all <strong>evidence documents<\/strong> on insulation, joinery, collective installations, etc. as well as <strong>information on the building<\/strong><\/li>\n<li class=\"translation-block\">organises <strong>access<\/strong> to the boiler room, roof, building and building units <strong>for the energy expert<\/strong><\/li>\n<\/ul>\n<p class=\"translation-block\">The building owner or the syndic, representing the VME, shall appoint a <strong>energy expert type A<\/strong>.<\/p>\n<h2 class=\"fusion-responsive-typography-calculated\" data-fontsize=\"40\" data-lineheight=\"60px\">Energy expert type A<\/h2>\n<p class=\"translation-block\">The task of a type A energy expert is to examine the common areas and collective installations, thus <strong>gathering data on the<\/strong> <strong>energy efficiency<\/strong> of the building. Finally, the energy expert provides the EPC-GD to the applicant (owner or trustee).<\/p>\n<p>There are countless energy experts out there.\u00a0<strong>However, inform yourself properly to avoid any problems or incompleteness in the future.<\/strong><\/p>\n<p><strong>Important when choosing an energy expert type A:<\/strong><\/p>\n<ul>\n<li class=\"translation-block\">Choose someone with the right <strong>knowledge<\/strong>, both in terms of <strong>regulatory<\/strong> and <strong>technical<\/strong> knowledge<\/li>\n<li>Entrust the inspection to an expert who is aware of the\u00a0<strong>latest updates<\/strong>.<\/li>\n<li class=\"translation-block\">A <strong>good drafting of the EPC-GD is crucial<\/strong> as it serves afterwards as the basis for any other EPC inspection that will be carried out in the building.<\/li>\n<\/ul>\n<p><a href=\"\/en\/contact\/\" target=\"_blank\" rel=\"noopener\"><strong>Our experts meet all these requirements.
