
What is an EPC?
An EPC, or energy performance certificate, indicates how energy-efficient a building or residential unit is. As an owner, you are obliged to be able to present an EPC certificate when you sell your property or when a new lease is concluded. That way, the potential buyer/tenant can take into account the energy efficiency of the property.
With the EPC, the government aims to encourage citizens and organisations to make their building or residential unit more energy efficient. An EPC requirement also applies to non-residential buildings such as office buildings or schools.
The Flemish government carries out random checks on the presence of the EPC. In case of irregularities, a fine can be imposed, which can be high.

EPC common parts
The common parts EPC gives more insight into the energy efficiency of the common parts of an apartment building.
The common parts of the building include the roof, external walls and floor. Common parts also include the windows and doors of common (circulation) areas such as the entrance hall, corridor or a shared (seating) area. From five residential units onwards, lighting is also included.
In addition to the building envelope, this includes the collective heating and hot water production facilities present in the boiler room. Finally, data on solar energy installations are also included.
When is an EPC for the common parts mandatory?
Since 1 January 2024, an EPC for common parts has been mandatory in Flanders for all apartment buildings with two or more residential units. This obligation is independent of sale or rental.
Since the EPC for the common parts serves as the basis for the EPCs of the individual flats in a building, it must always be up-to-date. The EPC of the common parts is valid for 10 years, but must be renewed in case of energy renovations.
